The Wisner City Council took the first steps toward opening the door to hiring a city administrator for the town, approving two related agenda items at the previous city council meeting.
The first of the two was approving a job description, one which combines city administrator duties with clerk/treasurer duties. The council had stated at a past meeting that the new position would only become available upon the retirement of current city clerk/treasurer Barb Rabe.
An ordinance setting up the city administrator position was approved only by first reading. The council would have to approve the second and third readings for the ordinance to pass.
This position will have a salary fixed by the mayor and city council, and will be appointed on an annual basis.
In the ordinance it states that the administrator will be the administrative head of the city government, under the direction of the mayor and city council. The administrator may be removed at any time by the mayor, with the consent of the majority of the city council.
The purpose stated on hiring a city administrator is to provide centralization of the administrative responsibilities of the city.
The specific duties of the administrator are listed in the job description, which was passed by resolution last Monday.
It begins by stating that the administrator is responsible for all departments of the city, except for the city attorney, city physician, and the Care Center. The administrator will serve as a purchasing agent for all departments, along with the Utilities Superintendent.
