Lower Elkhorn Natural Resources District officials see it only as a study, still in its infancy, to help them decide what, if any, flood damage reduction projects might be best for the Maple Creek Watershed that includes parts of Dodge, Stanton, Platte, Cuming and Colfax counties.

Landowners and others from some of those areas see red because the study shows several potential dams that would take away land they farm, close roads, and reduce the tax base for their schools and other local governments.
